Well, if we're building a whole new city, there are probably far better areas around. I don't know how full Frostgorod is since I last saw it, but if we have to expand it, it will only be by a little so it can hold some embassies and government structures, not housing. We should start spreading out people a little more.

Farmtown is even more west, we need to start populating our snow areas. I'd like to recommend that all new housing happens within our boundaries on areas covered by Snow.
