I do, I feel it would be hard to vote because people will be active at different times and voting will be hard to register and fully track if the nation became large and very populated.

You can always create a site on Enjin for your city. A few on the server already use it and you can consolidate any information and news in one place. They offer a free plan and I don't think that any city would have enough traffic at once to require an upgrade.
