Might try contacting an Intel bloke.
most Laptops with integrated Card (like yours) are a part of the CPU unit only used for graphic. They dont work with OpenGL and will not build any graphics. Depends on a couple factors there though... I admit that not all intel graphics cards are bad, but most aren't that great... I only build custom PC's with intel processors because they are reliable, I like intel a heck of a lot more than AMD, and put nvidia cards in the custom PC's that need graphics, instead of amd/ati; but intel's integrated laptop graphics are specifically... Not so great, I'll say.

Don't know if this is too late but this is my first post and I am familiar with this.

I also have a Toshiba Satellite and I find Minecraft often runs a little slow but if you tweak all your settings and have the latest version of Java everything should be running smoothly.

Well if you have deleted, re installed Minecraft and done the same for the latest version of Java then you need to make sure if it has anything to do with your computer.

Check the firewall, check any settings you have have changed and if you have no hope, ask youtube!
