Guildwars 2 launch = endgame for every online community.

And I think the college community is the largest playerbase in minecraft and classes are starting up, so (myself included) can be pretty busy and won't have nearly as much time to play mc. To get more people you have to step up, not that the server is bad, (it's AWESOME) but I find when you make new stuff

more people come on. Try like, new worlds. New plugins. Also register the server on more websites.
