Don't underestimate Gimp! It's free, and if you know how to use it, you can do just about anything!

If you use a pc and have windows vista or 7, the os comes with a "Snipping tool" in the accessories, which allows you to take any part of your screen (you choose dimensions and everything). Then, that program allows you to write with a pen only. However, you can save it as a .jpg and open it with ANY other photo program. I use a combination of Google Picasa 3 and MSPaint, with Snipping Tool. It works like magic (however I just hate how the spray paint gives dots and not a really balanced spray).

I've been looking for good alternatives, Dan so I'll keep you updated if I find a great alternative to MSPaint (mainly the more realistic spray paint is all I care about).

Try paint.net, it works pretty well.

There are videos on youtube on how to use gimp. I have used it before, it works well.
