I think this sounds like a good idea/plan.

We could incorporate it as the Territorium Cohortis, or have the duties of the Cohortis replaced by the normal Legion, since the legion could act as a Police force/Garrison for the cities.

I have another, more manageable suggestion. I think engineers should receive a stack of obsidian to build quick fortifications if their century is pinned down in enemy territory.

Good idea, especially since Obsidian is easy to get, if you know were (I know where there's a public accessible Obsidian farm).
