I have a town, and I want people to buy some of the land plots in it, but all the land is owned by me, so how do I give a small part of it to someone else? Also it is all underground, does that effect it?

I have a cave spider spawner and I want to move it. Can I mine it up and place it somewere else, or do I have to keep it were it is?

I just wanted to know how I set up a shop, How much it costs, and how to make the chests sell stuff. any help would be great, thanks
