Is that a mod that allows you to see which mobs can spawn? If so, is it one of the allowed mods or will using it get you banned?

Yes, it is a mod. The mod only works on singleplayer apparently. Look through the video comments.

F3 wont show you which mobs spawn without the mod he has installed.
