I recently downloaded the John Smith Texture Pack, and I noticed that you can see through parts(not all) of the bricks. I can see just like x-ray packs can. I was just wondering if I'm allowed to use this texture.

you are not allowed to use any texture pack that deliberately lets you see through normally solid blocks. things such as glass are fine to see through but if you can see through dirt or stone or wood than it's not ok.
