This means you do not have a premium account on Minecraft.

You have to actually buy Minecraft on http://www.minecraft.net to be able to play on Minetown. (As stated in a text box above where you submitted your application)

You can also tell with this tool to check if your account is premium.

if you dont have a full MineCraft Account, paid for through mojang, you wont be able to join many servers including MineTown. Sorry, but thats the way of the game.
