You can still recommend people. Promotions will probably be by the end of this month. You can recommend anyone anytime though, it's not just limited for this time period.

Hmmm, I don't know if it is looked down upon to say something.. I guess you could voice your opinion to the staff managers. Everything they receive can help their decisions.
