Ok so is this correct:

I am to build outline for shops district, roads plots, etc

Not level ground

Not build shops but make plots for them but yes to roads plots cut trees and make it look natural.

Make a shop square like a fountain notice board (with no sings) use the look of leaves cut with shears and plant trees in correct sopts to make it look good
