And if it real information, yet considered to be "insignificant" by the reviewer? Can we request our report form be seen by someone higher than the staff managers if we are reporting a staff manager or a staff member who is great terms with the staff manager? Can it be made so that only admins can delete the forms so that if the issue does come about that the staff managers are indeed just deleting everything that goes against them or ignoring major issues that have been reported we can have an admin look at the original report?

I understand that the staff managers are supposed to be above behavior such as that but they are only human and they can be imperfect.

I think you should have bigger/other concerns than that.
