I vaguely remember reading a long time ago that you needed a mod to do this for you if you wanted to use fire for decoration purposes.

1. Does this rule exist and does it still apply today?

2. Whats the easiest way to light blocks on fire?

3. Where can you get fire chargers, and how much are they?

4. Do blocks that are lit on fire go out on their own? Also, if they are region protected, can a person without permission put the fire out?
Well considering some guy called Liam122 griefed our event earlier. I think it's very much possible -.-

Our stands for our event caught fire, presumably using flint and steel, although I thought that was blocked?

Flint and steel is blocked but fire charges are not. You can just right click with a fire charge in your hand to light something on fire. Fire charges can be crafted with blaze powder, coal/charcoal, and gun powder. http://www.minecraftwiki.net/wiki/Fire_Charge

Ok, but does the fire stay lit forever? Or does it go out on its own? Can random factors such as rain and snow turn the fire off?
Fire stays lit infinitely if it's a portal or on netherrack. When XCoaster and I tried to light something else, rain put it right out.
Also; If it ain't yours, don't burn it.

I also want to clarify (for myself) that I believe fire spread has been blocked and fire should not spread from the target.. I hope. also going without saying: you should know the potential consequence should you decide to play with fire...

Stop drop and roll is a vital part of fire safety. It's put in place by the fire department because they care about us.

Never play with fire! The rules are there for our own safety.
