If the co-owners are inactive, it's on hold. The only thing we are able to give out at the moment is permabanned land - and even then, it goes to residents first, not just random people.

Even before, it was put a sign near the property, wait two weeks, THEN post on the forums and wait another two weeks...not just two weeks off the bat. >__>
