It's not possible. The only official capes that exists at the moment are the Minecon capes and the Mojang capes.

The only other way to obtain one is with a client side mod and only the people using the mod will be able to see your cape.

Although I heard Mojang might release some capes for everyone... although I'm not sure if this is just a rumor.
