So, I had two PE's closed about expanding my shop in Deepmarket, I see that the PE's were closed, but because the list is too long when I do /pe list closed (all I see is way old PE's)

Is there a mod that perhaps makes chat scrollable? Or is there a way to search, say /pe list closed 17000-17500?

I know the spout client has a native chat scroll already in it.

Usually when you /pe list closed, it'll list the first 10 ( "Showing closed PEs (10 of <amount>)" )

You can tell it how many to display by adding the amount on the end-- "/pe list closed <amount>" should display your most recently closed PEs.

As to chat scrolling, there's a client mod called Improved Chat, which allows for scrolling, copy/paste from your editbox, and basic macros.
