I believe you would be better off going to a minecraft forum that is related to servers and how to start them up.

Well, can you login on another pc/laptop within your local network? If yes, than the problem is the ip port forwarding.

If not, than i have no idea why not, you could pm me server start-up log via pm and ill check it out for you.
