If indeed a staff member is abusing their rank, only the facts are necessary for appropriate action. Generalizing a "don't care" attitude on the staff is as inaccurate as any other generalization of a group of people. It may surprise you to know I dislike the abusing the chat filters, whether they're working or not. Remember, responsibility isn't something reserved for special people, it is a shared weight by everyone in the community. And in this situation, it would have been responsible to have actually talked to an non-involved staff member before accusing all staff of acting above the rules.
