This depends on the actual amount of players with the start of the event. if there're more than 25 players, it is not allowed to join the game when it has already been started.

Can I watch round 2 somewhere?

Only people who donate gold/diamonds/credits to the event will get a chance to watch the event from above like me. Italy08 for example has donated like 2s of Diamond Blocks.
