well a ddos is because a hacker has created some malign software than hacks into hundreds of thousands of computers, which, at a set time, forces all those computers to do exactly the same thing at once - ie try and log into the MineTown server. Obviously, the server cant cope with this amount of attempted logins, and as such a denial of service occurs.
In short, it'll last as long as the orignal hacker intended it to, or until Minetown admins are able to block the hacked computers. This could range from hours to days.

It is. The culprit can receive years of jail sentence, apparently.
