i found some land it isnt protected and is very sexy wondering what it takes to see if the owner abandoned it :/

You probably want to keep checking in over the next month or two, seeing if there is any activity there. After such, you want to talk to a Mod/Admin to find out the real owner, and send him a message (probably CC to a Mod or Admin so they see it as well) and if they say you can have it, it's yours. I've seen a couple times where people just gave land away for free because they haven't used it for quite some time. However, this land is still claimed (it's named on the sign as North, so obviously it serves a purpose). It just all depends on the owner, from what I've seen. Honestly, I agree with you. This place looks VERY sexy to just be abandoned.
