Is it possible to encounter one in the open & collect it? Like a cave spider spawner for example.

no there are no random squid spawners

You will most likely have to buy a spawner and then use the command /mbox

I think those are one of the three outlawed spawners (the other two being Ghast and Wolf spawners). I think it is because of lag/space issues.

I'm not sure there's any such thing... I don't know... aren't spawners only for land creatures?
