Tibbs4Life took my enderman spawner when I died then killed himself at hero brine, tibbs is my friend and all in game so I don't want him banned. Is there a way I can get refunded?

Taking someone's items when they die is not against the rules. As such there is no reason here as to why he would get banned. Also sorry but you will not be able to get a refund as it was not a server error that caused your death.
