If the guy has a history of breaking the rules than there should be some kind of "investigation"

Of course screens could help and ingame mods keeping an eye out on him and the places he "attacked."

There's nothing wrong with posting reports, it should be done so we can know that players are causing problems. However we can't take an immediate action without very good raw proof of some sort.
