You can fly with hacks still, but even if they are "flying" in that picture, I'm guessing they're what? Maybe a block or two above thr ground... Occasionally, if the server is taxed, I'll see people doing that when they're jumping around. They aren't actually flying, it just isn't getting translated right visually. It doesn't even show as them doing it on their client.
