My son went back on to play on minetown after his ban was lifted. He is now in jail. Is that part of the ban? How long is the timer for jail?

His account might have gotten banned after he had been jailed.

When a player logs out during his jailtime, the plugin tends to spaz out and forget the remaining time.

As a result, the jailed player doesn't get unjailed automatically and needs an Officer/Sergeant to manually unjail them.
