Looking at my neighbor islands, it appears most of them have been modified from the default to some degree, so are probably inhabited/owned, but one neighboring island still appears to be uninhabited. Is it fair game to build a bridge to an uninhabited island? Is unclaimed land treated the same as on other servers? Or would it be considered stealing/griefing to go there? Will the server warn me?
No, it is not allowed, you may only have 1 island.
There is still a plan in place to clear unused islands to allow new players to move in amongst the existing players. It is has moved back to coincide with the revamp.

This is a bad idea and will negatively effect active players. Lets say that you have an island with a mob trap and a person moves in next to you and builds a mob trap. The rates will be very slow and lag will increase because the active player can't kill the mobs on the other island
1. Being online around an inactive player can cause mobs to spawn on their island. Decreasing your mob rate.
2. Many people come on and lava grief their island never to be heard from again. This sucks when your actually trying to design a nice looking island.
3. ^ These lava griefs to the void cause lag. Which affects your spawn rates and fps
4. Having an active neighbor can load your chunks as well. Great for your farms and traps if setup correctly.
This is a great idea and should be done.
