This might sound stupid, but let it sit on the charger for a few hours... Mine was doing exactly what yours was doing, then it went into a boot loop. Long story short, I took it to the apple store and luckily they couldn't fix it on site so they didn't find Cydia on the jailbroken phone, and replaced it.

PLug it into itunes, hold home and power for about 15 secs, itunes should see it in DFU, then just restore it. I'm a frequent modder, this has happened many times to me...
His problem is more than what that solution is intended to fix; probably the infinite boot loop (when the batt is charged) which is a problem with the hardware.

As was I when I had the exact same thing happen. There is no fix, it is a harware issue. That can be caused by many things.
Yeah, they didn't try to see if it was jailbroken, so they gave me a new iPhone. lol
