Not really.

But to answer your question, that is just a spawn egg, with the data value 383, but with no entity ID to associate it with any mob. Such as 383:55 being a ghast spawn egg.

You could sometimes win those from Sayomie's weekly quest. I made a PE when I got one because I thought that people were winning ghast eggs.

It is a spam post. If you look at his post he has posted the same thing on multiple forums.
