whenever i place a block on my plot it says i cant build there

That means you don't have permission to build there. You need to find unprotected land if you want to build.

Edit: I didn't see how it said YOUR plot. If that's the case, make a petition in game and a mod can fix it for you. You might not have been added to the region or the region might not be parented correctly.
