The server just crashed, probably due to the 'buggyness' of the new spigot that allows for connection to the server with 1.5 clients.
In response to the other question, as far as I'm aware the server is not being updated currently, nor will be updated until there is a stable version of Bukkit; which could take a while (2+ weeks or so).
