This does indeed look awesome, but I don't think it's a plugin. Seems like a Mod to me.
If you want to implement a mod to the server, EVERYONE would have to download that mod on their own in order to play, which I don't see happening. <object class="emojione" data="https://resources.enjin.com/1489581540/themes/core/images/emojione/svg/1f642.svg?0" type="image/svg+xml" standby=":)">:)</object> happen.
