I am still working on giving guests the ability to make petitions and speak in chat, so that they can get whitelisted. For some reason or another PEX and HeroChat aren't playing nicely with chat permissions. Until that's fixed, I need to be notified via the website or in Mumble about getting whitelisted.

Like its been stated above, you need to request to be whitelisted on the whitelist thread for the tekkit server.
