Well, realize the snow will accumulate....look at pic no.1, there're 2 different snow level..

in the morning... all become snow block....

So, is this normal??

I checked, it's an ICE MOUTAIN biomes

No clue about this biomes in Minecraft Wiki

And I'd use snowball.....can create something look like "SNOW STAIR"
