Are steam accounts free?

Yessir, you need a steam game to activate most parts of it though.. so in a way yes, and in a way no. You can make an account free, but in order to make friends join groups ECT you need a steam game such as TF2 L4D2 Fallout new vegas dead rising 2, or one of the many others they sell on the site.
