I have seen that when I go to certain towns or regions a custom blue message pops up in the chat feed. Can anyone tell me how to do this. An example (isoccerplayer's shop in the market) is attached to the thread; where it says Where it says "Welcome to soccer shop"

It's either a welcome message for a warp or a flag that has to be set to a region (Upon entering the region, You get notified with that message). You may be able to make a pe to have one added to the region or warp of your choice.
