I would like to request land protection for the creation of a new town between points:

x=263,y=65,z=1494.f=2

x=353,y=68,z=1360,f=0

The new town is to be built by myself and user Cheesemanboosh so only me and him would be able to edit in that area.

You should submit a pe. Do so by the following:

Stand where you want the protection, and make markings for the protection. The following is an example of what it should look like.

/pe open may I get a protection at this location, with a 100x100 area. Call it <this>. Thank you.

Then, once you get the pe you do the following:

/region addmember <insert region name> <insert player name>

Once those two are complete, you might want to make a warp area (so people can visit your town for the shops, or so you guys have a warp to your town). It should look like this:

/pe open please make a warp called <this> for the town of <this>. Thank you.
