There should be officers in towns that have more rights than the citizens also the city owner should have rights too.

I mean no offense, but you seem not to be thinking. You are free to create your own city with whatever system you prefer. Maybe you like a caste system, or a dictatorship. Just don't expect people to join a city where they are not treated as equals. Every city has a proper structure, just to tell you. There is always a lead this or lead that. Someone leads a department, so to speak. There's the owner on top, then he has some people under him that he trusts. And under those people are then the members of the city. This is all kept hush hush, of course. Why? Because no one likes to be less than someone else, and even those city owners do their best to treat their citizens as an equal.

Your threads are also really short and need more description if you wish to attract attention. As well, you should use proper spelling in thread titles. People are thinking you're talking about buildings, and then click and find you're talking about something they don't care about. No offense intended, I'm just stating what the majority of people probably think of a one line opening for a thread.

You mean like rule enforcers? We already have plenty of those. As for the owners having all the power that might not be such a good idea as it can lead to dictatorship.
