LELO is a union of all major town owners. the objective of this is to help promote towns and publicize lot availablility and their prices. This is not so everyone has to change their price to match anyone else's as other towns may be worth more to own a lot in. There is also an underwater city (originally built by DarkAc3 bought later purchased by me) completely made of glass. This is the centre of operations where each member would be designated an area where they have the freedom to customize to represent their town. Each area would have a message board with detailed information about lot sizes. prices, market shop prices, etc. Along with this, warp signs will be placed to each town on a main message board.

Of course this is just the start, but we will expand.

Well I'm a leader of a town but belong to a faction? (my own) Although I guess I can join as long as this is an organisation with no wars? Also if you want this is an alliance contract from Dark Crusade.

Hmm... Oki needs to get on this thread, If your allies with ac3's faction then perhaps Andrion could be your allies too.

well i own a quite big town called craftville and i am very rich but i am part of the covenent empire and i serve them

It's not so much a faction than a private project between land owners
