So, we can get ocelot eggs... but they don't seem to spawn.

My question is, would it be possible to breed ocelots who are tamed with raw fish, if you got them from from the eggs? And if so, can other people make them their pets if you bred them for them?

Yes, you can breed tamed ocelots(cats) with raw fish, that came about in the 1.2.1 update of Minecraft. Even if they come from the eggs(i tested it to be sure), they can be bred as well.

To answer the other part, if you are the one breeding them, meaning you give the cats the raw fish, they will only be responsive to you, meaning you will NOT be able to make them other people's pets. If you're talking about the mypet plugin, not breeding, its the same; If you bred them, it's yours, and others will not be able to claim them as their "mypet"
