Where did this border come from?

Its right next door to my home and is preventing me from finishing my planned builds D:

I would just like to know if it can be moved? If not then I am okay with that, I understand the reasons behind it.

No, it cannot be moved; that border prevents the map from getting too large.

Well, not until 1.8, when we will expand the map and clean up a few old chunks to add in the new areas.

It was bugged in the past 1-2 weeks. Which could be a reason why the server been lagging at times.
